APR 12 Early Counts

This report includes information for APR 12, which is part of the Annual Performance Report required by the Individuals with Disabilities Education Act (IDEA). It looks at how well schools help children move from early intervention services (Part C) to preschool special education services (Part B) by the time they turn three. The report shows if these transitions happen on time and helps track how well the process works.

Submission requirements

This report includes:

  • Students who turned three years old during the reporting period. It looks at students whose third birthdays fall between the start and end dates of the report.

  • Students referred for special education with a reason of Initial Evaluation, out-of-state IEP, or Part C to Part B Transition. The referral must have happened on or before the child’s third birthday.

    • If the referral reason is either Initial Evaluation or Out-of-State IEP, the referral date must be completed by the child’s third birthday.

    • If the referral reason is Part C to Part B Transition, then the referral date is regardless of the child’s third birthday. We are only checking if the student has the referral records.

  • Both Active and inactive students are included, but duplicate inactive student profiles are removed when reports are combined.
