The SPP (State Performance Plan) is the strategic game plan each U.S. state creates for how it will implement the Individuals with Disabilities Education Act (IDEA).
The SPP covers both compliance indicators (like evaluation timelines) and results indicators (like academic progress).
The APR (Annual Performance Report) is each state's yearly report card to the U.S. Department of Education’s Office of Special Education Programs (OSEP).
It shows how well the state is doing on each SPP indicator.
