Service Plan - Special Considerations and Behavior

The Special Considerations and Behavior section is a conditional, system-generated component of the IEP Document that becomes available only when specific behavioral or contextual criteria are met during the IEP development process. It is designed to ensure that key behavioral considerations are addressed early in the planning process when relevant to the student’s needs.

This section prompts IEP teams to review and document behavioral factors that may impact the student’s participation, progress, or safety in the educational environment. When needed, it serves as a gateway to deeper behavioral supports, such as a Functional Behavior Assessment (FBA) or Behavior Intervention Plan (BIP).

How does this feature work?

  1. Create a new IEP document for the student for the current academic program year. The IEP Document will be open in draft status.

  2. You will get the Special Considerations & Behavior Section.

  3. To validate, open the Behavioral Section. You will notice that Include by Default in New Documents is already selected.

In this section, wherever you were asked to provide a detailed response in the last two sections, you can answer in one of the three ways:

  • Insert or Upload your response from a statement bank. Insert or upload your response from a statement bank.

  • Narrate and record your response as voice Narrate and record your response as an audio file.

  • Write the response as text in the field given Write the response as text in the field given.

  • No – Document the reasons for determining the behaviors of concern are not impeding the student’s learning or that of others.

  • No – The behavior intervention plan was discontinued based upon the following data and team discussion.

  • Environmental Supports

    • Enter a description of added supports, changes to the student’s environment, staff actions and responses to behavior, needed staff training, etc., required to meet the current needs of the student. Environment can include classrooms, hallways, cafeterias, play areas, bus, and structured and less structured settings.

    • Also, the user is expected to provide an elaborate response either as text or as recorded voice narration.

  • Accommodations

    • Enter a description of accommodations and/or behavioral supports to be provided and their purpose for this student.

    • Also, the user is expected to provide an elaborate response, either as text or as recorded voice narration

  • Specially Designed Instruction

    • Selection of this option indicates the CCC’s decision to include an annual goal to address this student’s behavioral needs. This does not require any elaborate description.

A Functional Behavior Assessment (FBA) is recommended. The FBA will include new data.

If you select this option, you will have to provide a detailed review for the following two questions.

  • Why did the CCC decide to complete an FBA? Provide the CCC’s rationale for the decision to recommend a (FBA).

  • List or describe the new student data to be collected to reevaluate this student.

Then, proceed to the section named “Supports to Be Implemented”. Here, the user is expected to select from one or more of the following options.

  • Environmental Supports

    • Enter a description of added supports, changes to the student’s environment, staff actions and responses to behavior, needed staff training, etc., required to meet the current needs of the student. Environment can include classrooms, hallways, cafeterias, play areas, bus, and structured and less structured settings.

    • Also, the user is expected to provide an elaborate response either as text or as recorded voice narration.

  • Accommodations

    • Enter a description of accommodations and/or behavioral supports to be provided and their purpose for this student.

    • Also, the user is expected to provide an elaborate response either as text or as recorded voice narration

  • Specially Designed Instruction

    • Selection of this option indicates the CCC’s decision to include an annual goal to address this student’s behavioral needs. And this does not need any elaborate description.

A Functional Behavior Assessment (FBA) is recommended. The FBA will be solely based on the review of existing data.

If you select this option, then you have to select the date when “The school and the parent/guardian agree to reconvene the CCC following completion of the FBA. When will the CCC reconvene to discuss the FBA findings?”.

After which you will have to provide detailed review for the following two questions.

  • Why did the CCC decide to complete an FBA? Provide the CCC’s rationale for the decision to recommend a (FBA).

  • List or describe the new student data to be collected to reevaluate this student.

Then, proceed to the section named “Supports to Be Implemented”. Here user is expected to select from one or more of the following options.

  • Environmental Supports

A Functional Behavior Assessment (FBA) has been completed.

Under the heading ‘Behavioral Intervention Plan Development’ you are expected to reply to the question, “Please select one of these options to indicate where this student’s completed FBA may be found”.

For this, the user is given the following options to choose from:

  • Functional Behavior Assessment was completed within the Education Evaluation Process in the IEP System.

  • Functional Behavior Assessment was completed without using the IEP System.

    • For this option, the user is expected to browse and upload the latest assessment document.

A review of the existing Functional Behavior Assessment (FBA) is needed.

Under the heading ‘Behavioral Intervention Plan Development’ you are expected to reply to the question, “Please select one of these options to indicate where this student’s completed FBA may be found”.

For this the user is given the following options to choose from:

  • Functional Behavior Assessment was completed within the Education Evaluation Process in the IEP System.

  • Functional Behavior Assessment was completed without using the IEP System.

    • For this option, the user is expected to browse and upload the latest assessment document.
