For all other EL statuses (Active, Monitored Year 1/2, etc.), the TOR field remains required. Validation updates dynamically: changing a student’s status to “Exited – No Longer Monitored” immediately removes the TOR requirement. Users can save EL Profiles without a TOR for exited students. Existing records with “Exited – No Longer Monitored” no longer show validation errors for missing TOR. Change applies only to the EL Profile; ILP and other documents are unaffected.

Example: A Revised IEP held on 10/8/25 retains its conference date even if a new NOCC for a Reevaluation Review is finalized on 10/15/25. Prevents early, non-compliant start dates. Ensures funding and DEX/child count records are accurate. Initial IEPs or referrals with undefined records remain open until consent is obtained.
Program End Dates: SE Program End Dates now reflect the Case Conference Committee (CCC) termination or revocation decision date, not the document finalization date. Consistency and Validation: Logic applies to revocations, eligibility reevaluations resulting in no longer qualifying, and undefined records. New SE Program records start the day after the previous program ends. System maintains alignment with Article 7 and IDEA requirements.
