IEP – Progress Report Page Enhancement

The Progress Report page of the IEP has been updated in response to a customer request. The “Progress on Short-Term Instructional Objectives” section now uses a repeating row format, allowing users to add as many lines as needed.

  • The section actions (*Insert Sections if IEP Purpose or SPED Changes9, Hide Sections if select Reevaluation & SPED is No8)* were updated to include the new Progress Report section, not the retired one, and the section actions work as expected, inserting and deleting the progress report section.

    • If Eligible is selected on the cover sheet and Purpose of the IEP Team Meeting is selected other than Reevaluation, and the Goal section is included, once the section is saved, the Progress Report section is included.

    • If Not Eligible is selected on the cover sheet, the Progress Report section is not included.

    • If the Purpose of the IEP Team Meeting is selected as Reevaluation and Not Eligible is selected at the bottom of the table, the Progress Report section should be deleted.

  • The document action Progress Report Check is updated with the logic to include the validation of the new Progress Report section and it displays the message when progress report sections are not included upon finalization of the document.

City Field Length Increased

  • The City field length has been increased, as some values were exceeding the previous 20-character limit.

  • The team reviewed and updated all relevant areas where the City field is used, including:

    • Profiles

    • Documents

    • Update Scripts

    • Reports

This update helps prevent data truncation and ensures smoother execution of scripts and processes involving the City field.

IFSP – Participants Table Validation Update

A new validation has been added to the Participants Table in the Cover Sheet section of the IFSP to support proper meeting documentation.

  • The Service Coordinator and at least one Parent are now required participants in the meeting process.

  • The system will now prevent users from proceeding if:

    • The Service Coordinator is not listed, or

    • At least one Parent is not included in the Participants Table.

Document Action Update – Clear Active504Status

A trigger condition has been added to the "Clear Active504Status" document action to ensure it only runs when appropriate.

  • The action will now only be triggered when IEPEligible = True.

This condition ensures that the Active status of a 504 Plan remains unchanged if a student is found not eligible for Special Education after an Initial IEP evaluation. It prevents the action from clearing the 504 status unless the student is confirmed to be IEP eligible.

Agreement to Extend Evaluation Timeline From Changes

  • The School Lookup field at the bottom of the document is now required.

  • In the Office Use Only section:

    • Person Receiving Consent is now required.

    • Date Received is now required.

  • When Document Purpose is Initial:

    • The fields Date Consent was Received and 30 School Day Timeline are automatically pulled from the student profile.

  • When Document Purpose is Reevaluation:

    • Staff must manually enter both the Date Consent was Received and 30 School Day Timeline fields.

  • A new field has been added to the student profile under:
    Special Education Eligibility > Compliance Dates, just below REED IEP Compliance Due Date:

    • New field: REED Evaluation Consent Date

  • This new field is used when the document purpose is PurposeChange or PurposeOngoing, similar to how the existing SetConsentEvaluate action works in the REED document.

IEP Meeting Criteria Table – Column Header Update

The IEP Meeting Criteria Table has been updated to improve clarity for users.

  • The column header "IFSP_Other" has been renamed to "IFSP_Annual".

  • This change is now visible to all users accessing the table.

  • There is no impact on existing data—only the label has been updated for better understanding.

Subtest Dropdown for PSAT and SAT Assessments

An update has been made to the Accommodations and Alternate Assessments page in the IEP to improve functionality when selecting PSAT or SAT.

  • A Subtest dropdown menu is now available when either PSAT or SAT is selected under
    “Use this for WIDA, PSAT, SAT, and District Developed assessments.”

  • Previously, the subtest field would disappear when PSAT or SAT was selected, preventing staff from entering subtest details.

  • With this update, staff can now select appropriate subtest options for both assessments.

New Report – IEP Historical Data

A new report titled "IEP – Historical Data" is now available in the Historical Data category of Advanced Reports.

  • The report displays the following columns:

    • Reporting Year

    • Speech and Language

    • Occupational Therapy

    • Physical Therapy

  • If a student has a finalized IEP document for a school year, and the Programs and Services section includes any of the following services:

    • Speech and Language (Speech)

    • Occupational Therapy (OT)

    • Physical Therapy (PT)
      — then the student will be counted for that school year.

  • The student count is available for the following school years: 2022, 2023, 2024, and 2025.

  • Clicking on a count number for a specific school year and service will display a student details table, including:

    • Student ID

    • Name

    • District

    • Grade

  • The report only considers the latest finalized IEP for each school year.

  • The student is included in the count if the IEP contains at least one of the three services or all of them.

SPEDSM-122582

Signature Line Update – K-12 Nonpublic Service Plan

The Eligibility and Present Level 1/4 sections of the K-12 Nonpublic Service Plan have been updated to display participant signature lines correctly, similar to the IEP – Participant and Profile sections.

  • When the Digital Signature (DS) is OFF, manual signature lines will appear.

  • When DS is ON, the signature section is shown in a tabular format.

  • A toggle option may be used to control the display based on the digital signature setting.

Updated “Notice” Section – Resources for Parents

The Notice section under Resources for Parents has been updated across multiple special education documents to ensure clarity, accuracy, and consistency.

Revised text to clearly explain Procedural Safeguards under IDEA.

  • Updated the list of support resources for parents, including:

    • Michigan Alliance for Families

    • Michigan Department of Education – Office of Special Education

    • Disability Rights Michigan

    • Family Matters online resource center

  • Corrected and standardized contact information and links.

  • These changes have been applied to the following documents:

    • Prior Written Notice (PWN)

    • Revocation and Notice of Cessation (RNOC)

    • REED and Consent to Evaluate (REEEVAL)

    • Individualized Education Program (IEP)

    • Transfer of Student with Disability – Part B (TSD)

 New Report – Overlapping Programs

A new report called “Overlapping Programs” is now available under the Public Program Reports category in Standard Reports.

The report is fully accessible to users without any issues.

  • It displays the following columns as expected:

    • Student ID

    • Student Name

    • District

    • School

    • Program

    • Start Date

    • End Date

Report Logic:

Students are listed based on defined selection criteria, specifically when program dates overlap. A program is considered overlapping if:

  • One program’s start or end date falls within the date range of another program.

  • One program’s start and end dates are entirely within another program’s date range.

  • Both programs have the same start and end dates.

  • A program’s start or end date matches the start or end date of another.

If a student has multiple overlapping programs, all those programs will appear in the report.
If a student has a mix of overlapping and non-overlapping programs, only the overlapping programs are included.

New Monitoring Report – Student Transfers

A new monitoring report has been developed to support the Michigan (MI) State Model in tracking and managing student transfers, especially for students with disabilities. This report consolidates data from both Transfer of Student with Disability (TSD) documents and student profile fields.

  • Comprehensive Data Fields:

    • Student identifiers: UIC, Local ID, Name

    • School at time of TSD creation and current school

    • Current enrollment date and TSD enrollment start date

    • Program start/end dates from both TSD and IEP

    • Specialized transportation, parent/guardian input, and more

  • Compliance Tracking:

    • Flags cases where:

      • A REED or IEP was not completed within 30 school days of transfer

      • The enrollment start date does not match the TSD start date

      • Student transferred from an out-of-district or in-state school without timely documentation

    • Includes logic to check if an IEP was held after REED and track compliance timelines

  • Additional Details:

    • Shows TSD document status (Draft/Review/Final).

    • Includes the document creator’s email for follow-up.

    • Tracks parent/guardian consultation and offer of FAPE date.

  • The column Vehicle Type for Specialized Transportation position is updated, and the column Date of Enrollment is removed.

  • The data for the column TSD Date Offer of FAPE is displayed based on the updated calculation.

  • The mentioned column names are updated as per the requirement.

    • Student's Current Program → IEP Current Program

    • Student's Current Program Start Date → IEP Current Program Start Date

  • The columns below have been added to the report.

    • IEP Current Program End Date

    • TSD Document Service

    • TSD Service Start Date

    • TSD Service End Date

This report helps ensure accurate documentation, improves compliance visibility, and supports timely IEP and REED processing following student transfers.

An update has been made to the Individualized Education Program (IEP) document to address a reported issue.

  • The Community Agency Involvement section, located under Transition Considerations, is now editable in revision IEPs.

  • Users can now modify this section as needed during a revision.

New Report – Functional Assessment & Behavior Plan Sequence

A new report titled “Functional Assessment & Behavior Plan Sequence” is now available under the Behavior Support category in Standard Reports.

The report is accessible without any issues and displays all required columns as expected.

  • It lists students who have:

    • A finalized Functional Assessment document,

    • A finalized Behavior Plan document, or

    • Both documents.

  • The report pulls the Date of FBA and Date of PBSP from the Discipline section of the student profile.

Logic & Functionality:

  • The Status/Sequence column accurately reflects the document status based on the dates of the Functional Assessment and Behavior Plan.

  • Users can filter the report by Grade and Date Range.

  • The report supports data export in both CSV and PDF formats.

Eligibility Profile Cleanup on Eligibility Change

In the Eligibility section of the document, when the student is marked as Not Eligible, the system will now:

  • Clear the Primary Disability and Qualifying Criteria from the Early On Eligibility profile.

  • Ensure the CEPI Birth to 3 profile does not show a Primary Disability or Special Education program.

  • Remove any programs listed under the Programs and Services profile

New Report – Transition Plan Compliance Check

A new report has been added to help districts monitor compliance with transition planning for students aged 14 and older.

  • Identifies currently enrolled students who are 14 years or older.

  • Checks if the student's active IEP includes a Transition Plan section.

  • Displays the following details for each eligible student:

    • Student Name, ID, Age

    • School and Grade

    • Date of Active IEP

    • Transition Plan Included – Yes/No

    • Filter by School, Grade, or Case Manager.

    • Export the report in CSV or PDF format.

City Field Character Limit Increased for Parent/Person Records

The city fields for parent/person records have been updated to support up to 100 characters, ensuring consistency with the StudentContactCity field and preventing data from being cut off.

The following fields now support 100 characters:

  • Person1City

  • Person2City

  • Person3City

  • Person4City

Signature Validation Before Document Finalization

The system now prevents the finalization of specific documents if a required signature is missing.

  • Users will see a clear message if they attempt to finalize without a signature:
    “This document cannot be finalized without a signed signature attached.”

  • The system checks for either a signed signature file or a digital signature before allowing finalization.

Documents Affected:

  • Plan of Care Medical Signature Form

  • Parent Notification and Consent for Medicaid

  • Consent to Invite Community Agencies

Consent to Invite Community Agencies only:

When DocuSign is ON and the Paper Copy option is enabled, or the DocuSign option is disabled,

  • When the user selects "No response to requests to obtain consent" in the consent section, the signature document action [Uploaded Signed Form is Required] should not be triggered, and the error message should be displayed when the document is finalized*.*

  • When the user selects any option other than "No response to requests to obtain consent" in the consent section, the signature document action [Uploaded Signed Form is Required] should be triggered. The error message should not be displayed when the document is finalized.*

When DocuSign is ON and the Paper Copy option is disabled,

  • The signature document action [Uploaded Signed Form is Required] should be triggered, and the error message should not be displayed when the document is finalized, even though the user selects any option from the consent section*.*

Individualized Education Program (IEP)

Section - Special Factors / Supplementary Aids / Assessments

In the State assessment:

  • Question Updates:

    • Modified existing Questions 2 and 4 by updating wording.

    • Added a new Question 3 (AssessmentCI) as a Yes/No field with a red guidance message and a clickable guidance link:

      • “Should My Student Take the Alternate Assessment?”

  • Validation Rules:

    • If Question 3 = No and Question 4 = Yes, users will be prevented from moving forward.

    • A validation message will explain the conflict: “According to Michigan Guidance, students should take the M-STEP/MME if they do not have a significant cognitive disability AND instruction most closely aligned to the alternate standards in at least one content area. Check the selections for alternate assessment participation“.

  • Data Flow:

    • Document action added, upon finalization, the answer to Question 3 will flow to the Special Education Eligibility student profile.

Transfer of Student with Disability – Part B (TSD)

  1. State Assessments Section:

    • A new State Assessments section has been added between Special Transportation Provision and Assessment Provisions.

  2. Assessment Provisions Logic:

    • The Assessment Provisions section will now only appear if “Yes” is selected for Question 2 from the state assessment.

  3. Validation Rule:

    • If Question 3 = No and Question 4 = Yes, users will not be able to continue.

    • An error message will appear on the UI: “According to Michigan Guidance, students should take the M-STEP/MME if they do not have a significant cognitive disability AND instruction most closely aligned to the alternate standards in at least one content area. Check the selections for alternate assessment participation”.

  4. Data Flow:

    • When the document is finalized, the value from Question 3 will be sent to the Special Education Eligibility profile.

  5. Minor Text Fix:

    • Removed the period after the sentence: “Use this for M-Step and MI-Access assessments.”

Updates to Special Education Eligibility & Demographics for CEPI Compliance

Enhancements have been made to the Special Education Eligibility and Demographics/Enrollment/Contact Info profile sections to support CEPI reporting requirements.

Special Education Eligibility Profile:

  • Added a new field: Significant Cognitive Disability

    • Located under the Disability Characteristics header

    • This field is auto-populated upon finalization of IEP or Transfer documents

Demographics/Enrollment/Contact Info:

  • Added two new CEPI-required fields (highlighted in yellow in design mockups):

    • Tribal Affiliation Status

    • Tribal Affiliation Characteristic

These additions help meet state reporting requirements and ensure accurate tribal data tracking.

New Keyword Table: TribalCode

  • Created a new keyword table: TribalCode

    • Codes follow the format: T01, T02, etc.

CEPI Profile & Report Enhancements – Significant Cognitive Disability and Tribal Affiliation

To support updated state reporting requirements, enhancements have been made to the CEPI profile screen and the PowerSchool CEPI report.

Profile Updates:

  • Added a new field: Significant Cognitive Disability.

  • The value from this field now flows to the Most Significant Cognitive Disability field on the CEPI profile screen.

CEPI Report Updates (PowerSchool CEPI):

  1. Significant Cognitive Disability Column:

    • Added a new column: Special Education: SignificantCognitiveDisability.

    • Placed between: Special Education: Secondary Disability and Special Education: IEP Date.

    • Data values:

      • Yes = True

      • No = False

      • Null (empty) = False

  2. Tribal Affiliation Columns:

    • Added two new columns:

      • Tribal Affiliation Status

      • Tribal Affiliation Characteristic

    • Placed between: Personal Demographics: Ethnicity and Contacts1: AddressTypeDescriptor.

    • Data flows from new fields added to the Demographics screen.

Paper Signature Option Added to Consent to Invite Community Agency Form

An enhancement has been made to the Consent to Invite Community Agency form to support documentation of paper-signed consent.

  • A new option, "Document will be signed via paper copy," has been added to the Consent Signature Date section.

  • A calendar field is available to enter the date when the document is signed on paper.

  • This option becomes available when both of the following questions are answered "Yes":

    • Was there a need to invite a community agency representative likely to provide current or future services?

    • Did the parent/guardian give written consent for the agency to attend?

Parent Notification and Consent for Medicaid document:

  • When the School field is empty and the option "EO Attending School" is enabled, the letterhead will now display the EO Attending School details.

  • Birth of IFSP document: On the cover sheet section in view mode, the colon (😃 has been replaced with a comma (,).

The document action in UpdateModeofDelivery has been updated.

A new condition has been added to the Data Modification Properties so that when DS/DocuSign is off, the system will use the District Superintendent Designee signature date if the parent signature date is not available.

GenderTable keyword Table Changes

A new column description_es (Spanish description) has been added to the GenderTable Keyword table.

When creating or editing a Spanish-translated version of the Birth to 3 IFSP document, the Gender field on the cover page will now pull its value from the description_es column and display it correctly.

IFSP - Early Intervention Services/Other Services section

The IFSP Services (IFSPServ) and IFSP Programs (IFSProg) tables have been removed. The IFSP Early Intervention Services/Other Services (EarlyInter) table has been updated according to the new requirements.

These changes are now implemented in the Early Intervention Services/Other Services ~2025 section of the Birth to 3 IFSP document.

EIServices Student Profile

We have made updates to how Early Intervention Services (EIServices) are managed in the system:

  1. EIServices Profile Update

    • The old EIServices student profile has been retired.

    • A new EIServices profile has been created with additional columns for:

      • Part C Only

      • MMSE Service (shows Code value)

      • MMSE Program (shows EarlyOnProg value)

      • Service (shows Description from the EarlyOnServiceCodes keyword table)

    • When an IFSP is finalized, these fields will automatically flow into the new profile.

  2. EIServices History Profile

    • A new EIServices History profile has been created to track all finalized Early Intervention Services and Michigan Special Education Services.

    • When a new IFSP is finalized, any unmatched services from the previous IFSP will automatically be ended with the new IFSP’s End Date.

  3. System Enhancements

    • A new update script, “Maintain EIServices Histories,” has been added to transfer data into the EIServices History profile.

    • Relevant keyword tables and document structures (EarlyInter, IFSPServ, IFSPProg, EIService, EOService, EOProgram) have been modified to support this new process.

ServiceFrequency, EarlyOnServiceCodes, SupportServiceCodes, and ProgramServiceCodes keyword table changes

We have updated keyword tables to streamline service data management:

  1. ServiceFrequency keyword values have been copied from the HowOften keyword table.

  2. EarlyOnServiceCodes keyword values have been consolidated by combining entries from the SupportServiceCodes and ProgramServiceCodes keyword tables.

ServiceFrequency is used in below areas.

If we add IEP, IFSP columns - these extra ( PerWeek, Per2Weeks, PerMonth, Per2Months, Per6Months) would show up.

HowOften is used in below areas - we need to point it to ServiceFrequency

CEPI Report Changes - Early on Services

Existing Functionality
Currently, the Early On service code columns derive their values from the EO Service Component profile section.

New Requirement
With the new service capture changes in the IFSP Early On service document, these codes should now come from CEPI.

  • The Service Component profile may only show what a student is entitled to.

  • The actual services provided (which may be fewer) will be captured through Service Capture if the student is eligible for Early On services.

Acceptance Criteria

  • The CEPI report must be updated according to the new service code.

  • For Early On, the service code should flow from the CEPI profile.

  • If the entitled services match the provided ones, display the codes, frequency, etc., as shown in the screenshot.

  • If they do not match, set the value to zero.

Early On Consent to Evaluate Document

In the Early On Consent to Evaluate document, the *Parent Date field ({ConsentEvaluationDate})* is now required only when:

  • The option “Document will be signed via paper copy” is enabled (even if DS is enabled), or

  • Digital Signature is disabled.

Additionally, when the document is finalized in the above scenarios, the data will correctly flow to the Early On Eligibility profile field – “Early On Date of Consent or Date of Refusal for Evaluation.”

Birth to 3 IFSP - Populate the Case Type in the Profile

The document action scenarios for CaseType have been merged to ensure all conditions are properly handled in the flow to the profile.

Key scenarios include combinations of:

  • EarlyOn

  • SpEdRulesEligible

  • SpEdRules

  • IFSPIEPType

  • Parent Consent

  • MeetingCriteria

These determine whether the CaseType is set as EOC or EOS.

With this code fix, the CaseType fields now flow correctly to the profile when the IFSP is finalized.
