Comparable Services Plan

This page includes information about the specific special education services the student will receive, such as speech therapy, occupational therapy, or counseling, as well as the frequency and duration of these services. It also includes information on accommodations or changes to the student's education program to ensure they can access and participate in their studies.

Comparable Services Consultation Letter

  1. Select a student on the Students panel.

  2. Click the Documents icon for the student.

  3. From the Create New Document drop-down list, select Comparable Services Plan under Individualized Education Plan, and click Go.

  4. Enter a Label/Comment and click New. Click Additional Settings to specify the year and sections to include.

  5. In the Student Information section, the system auto-populates the following information:

    • From the Student Info/Demo Part B profile: 

      • Student

      • USI

      • DOB

    • From the student's LEA Entry/Exit Part B profile:

      • Grade

    • From the student's Special Education Part B profile:

      • Case Manager

      • Last Eligibility Meeting Date

      • Last IEP Annual Review Meeting Date

  6. Complete the information on the screen within the following sections:

  7. Click Save, Done Editing.

  8. Finalize the document once completed. To finalize the document, click Set Document, select Status from Draft to Final, and then click Accept.

  9. When the document is finalized, the system automatically creates the PWN and Parent Acknowledgement Letter documents as drafts in the student’s documents listing.

  10. When the document is finalized, the system will create a Referrals Part B profile record with the Referral Reason of Out of State IEP.

Transfer Student Intake

In the Transfer Student Intake area: 

  1. Enter a date manually or select a date using the calendar icon in the following fields:

    • Date Out of State IEP was Received by LEA

    • Date of Last Eligibility Meeting

    • Date of Last IEP Meeting

    • Comparable Services Start Date: The date cannot be less than the Date Out of State IEP was received by LEA or greater than 20 days from the Date Out of State IEP was received by LEA.

  2. Select a Comparable Services Primary Disability.

  3. Select a Comparable Services Secondary Disability.

  4. The system provides three long text boxes to enter previous school details, and the user must type a minimum of 20 characters:

    • Previous School District

    • Last School

    • Contact Number at Previous School

Part B Referral

In the Part B Referral area:

  1. Enter the name of the Person who made the referral.

  2. The system displays the value in these two fields and data flows from the Referrals Part B profile:

    • Reason for Referral

    • Referral Source Type

  3. To attach supporting documents for the corresponding document type, click Add Attachment.

Special Education and Related Services

  1. In the Special Education Services section, select a value for each of the following fields. Upon finalization of the document, the services will flow to the Part B IEP Services profile.

    • Service

    • Setting

    • Begin Date

    • End Date

    • Duration (hours and minutes)

    • Frequency

    • Provider Name: Select a name from the staff table using the lookup function. This field is not required if it is not assigned to a staff member at the time of the development of the IEP document.

    • Provider Position: The system auto-populates the position of the staff member selected in the lookup field. If the Provider Name value is blank, the system will provide a drop-down list to select from the StaffPosition keyword table.

      To add additional services, click the plus icon within Special Education Services.

  2. The Related Services section is displayed for all IEPs except for students that have a primary disability of Speech Language Impairment. Select a value for each of the following fields. Upon finalization of the document, the services will flow to the Part B IEP Services profile.

    • Service

    • Setting

    • Begin Date

    • End Date

    • Duration (hours and minutes)

    • Frequency

    • Group Size

    • Provider Name: Select a name from the staff table using the lookup function. This field is not required if it is not assigned to a staff member at the time of the development of the IEP document.

    • Provider Position: The system auto-populates the position of the staff member selected in the lookup field. If the Provider Name value is blank, the system will provide a drop-down list to select from the StaffPosition keyword table.

      To add additional services, click the plus icon within Related Services.

  3. In the Consultation Services section, select a value for each of the following fields. Upon finalization of the document, the services will flow to the Part B IEP Services profile.

    • Service

    • Begin Date

    • End Date

    • Duration (hours and minutes)

    • Frequency

    • Provider Name: Select a name from the staff table using the lookup function. This field is not required if it is not assigned to a staff member at the time of the development of the IEP document.

    • Provider Position: The system auto-populates the position of the staff member selected in the lookup field. If the Provider Name value is blank, the system will provide a drop-down list to select from the StaffPosition keyword table.

      To add additional services, click the plus icon within Consultation Services.

  4. In the Assistive Technology section, select a Category to confirm the assistive technology service a student needs and type a Device name. To add additional records, click the plus icon within Assistive Technology. Upon finalization, the data will flow to the Assistive Technology profile.

  5. In the Other Classroom Aids and Services section, use the text box to document aids, services, and other supports that are only provided in regular education classes or other education-related settings to enable children with disabilities to access the curriculum and are not accommodations provided in the Statewide Assessment.

  6. In the Dedicated Aides section, select a response for the Student requires the support of a dedicated aide checkbox. If the user selects No, the grid is hidden. However, if the user selects Yes, then select a value for each of the following fields. Upon finalization of the document, the services will flow to the Part B IEP Services profile.

    • Daily Schedule of Assistance

    • Setting

    • Begin Date

    • End Date

    • Duration

    • Frequency

      To add additional aides, click the plus icon within Dedicated Aides.

  7. Select the required Special Considerations for the student. A required text box appears when the user selects one or more of the following checkboxes:

    • Language

    • Medical Training

    • Gender

  8. Mention more details in the Additional Information section. The user must type at least 20 characters in the text field.

  9. In the Transportation section, select a response for the checkbox Does the student require special education transportation services as a comparable service?

    • When the user selects Yes, the system displays a message: The LEA must submit a Transportation Request Form (TRF) to initiate special education transportation services.

Extended School Year Services

  1. In the Extended School Year Services section, select a response for the checkbox Does the student require extended school year (ESY) services as a comparable service? 

    • When the user selects Yes, the ESY Eligibility section appears. Within this section, the system provides the required text boxes. The user must type a minimum of 20 characters in each text box.

      • Impacts on Critical Skills - Describe the impact of the break-in services on the student's critical skill(s), including analyzing relevant progress monitoring data from the current school year.

      • Likelihood and Degree of Regression - Describe the likelihood and degree of regression related to previously attained or emerging critical skills, including the IEP team's analysis of relevant student data to support the IEP team's conclusion.

      • Time for Recoupment - Describe the time required for the recoupment of previously attained or emerging critical skills, including the IEP team's analysis of relevant student data to support the decision.

        • If any of the three questions is No, the system will display The student IS NOT eligible for ESY services at the footer of the section.

        • When Yes is selected for all three checkboxes, the system displays The student IS eligible for ESY services at the footer of the section.

  2. When the student is found to be eligible for ESY services, the following sections appear:

    • Special Education Services, Related Services, and Consultation Services grids appear. At least one record must be added to one of the three grids. See above for further instructions on how to complete these three sections. Upon finalization of the document, the services will flow to the Part B IEP Services profile.

    • ESY Accommodations: A text box appears to identify any ESY accommodations. To add additional comment boxes, click the plus icon.

    • ESY Transportation: The user must select Yes or No. When the user selects Yes and saves the form, the user is prompted to complete a Transportation Request form.

    • ESY Location: The user must select a location using the lookup link.

Document Delivery

This section is required when the user selects Parent/Guardian will sign a paper copy checkbox. The Document Delivery section provides the method and date the document was sent to the parent or guardian and their response to the document.

  1. Within the Comparable Services Plan document, navigate to Document Delivery using the flyout menu.

  2. Select a Mode of Delivery.

  3. Enter a date manually or select a date using the calendar icon in the Date of Delivery field.

  4. Click Save, Done Editing.

  • Ensure that the Date of Delivery is not earlier than the Comparable Services Start Date.

  • Users can only enter up to 59 minutes in the Minutes field of the Special Education and Related Services grid.
