DL Subclass III Standard

This report contains information about students under the age of six (as of the referral date) who are referred for Initial Evaluation, Part C to B Transition, or Out of State IEP and evaluated for eligibility to receive special education services and found eligible or not eligible.

Submission requirements

To create a report, the user must select the reporting timeframe. Students referred for an Initial Evaluation, Part C to B Transition, or Out of State IEP, and whose initial eligibility determination (either Actual Eligibility Due Date or Projected Eligibility Due Date values) falls within the reporting year, will be included in the report. The report displays data for all active and inactive students. It will utilize the subclass start and end dates found in the Globals profile.

Students referred less than 180 days before the reporting start date will be excluded from the report. The report data is derived from the Referrals Part B profile.

Set reporting duration

  1. From the Administration menu, choose Configuration and then Profile Types.

  2. Click Globals, then select LEA Calendar Information.

  3. Enter a Subclass Start Date and Subclass End Date manually.

The report data is displayed based on the dates defined in the Globals LEA Calendar Information. To view the latest data, click Refresh after opening the report in the application. To review data for a different reporting period, you must update the dates in the Globals.

Execute update script

  1. From the Administration menu, choose Configuration, and then Profile Types.

  2. Click Update Scripts, then click LEA Calendar Information.

  3. Click on Subclass III Part B and then Execute Script.

  4. Click Refresh after opening the report in the application.

  • The Subclass III Part B update script shows data in the "Parent Consent Timeliness, Reasonable Efforts to Obtain Consent Timeliness, and Subclass III Timeliness and Included" columns of the report.

  • However, the Reasonable Efforts to Obtain Consent Timeliness column data is displayed based on the Referral Date in the Referrals Part B profile, and Parent Consent Timeliness and Student Contact Logs Part B profiles.

  • This scheduled script runs daily during non-peak hours. However, to view immediate updates after any changes, the script must be executed manually.

Generate report

  1. From the Reporting menu, choose Standard Reports.

  2. Click Part B Federal Reporting, then click DL Subclass III.

To review the latest data, click Refresh after opening the report in the application.

LEA Code

The LEA code is displayed based on eligibility status: Timely or Untimeliness.

  • If the Timely checkbox is selected, the system assigns the LEA code using the Eligibility Date value.

  • If the Untimely checkbox is selected, the system assigns the LEA code based on the Eligibility Due Date.

  • If neither the Timely nor the Untimely checkboxes are selected, the system will use the student's active LEA code.

LEA Name

The LEA (Local Education Agency) name is displayed based on the eligibility status, which can be either Timely or Untimeliness.

  • If the Timely checkbox is selected, the system uses the Eligibility Date to determine the LEA name value.

  • If the Untimely checkbox is selected, the system uses the Eligibility Due Date to determine the LEA name.

  • If neither the Timely nor the Untimely checkboxes are selected, the system retrieves the active LEA name associated with the student.

School Code

The School code is displayed based on eligibility, which can be categorized as Timely or Untimeliness.

  • If the Timely checkbox is selected, the system uses the Eligibility Date to determine the School code value.

  • If the Untimely checkbox is selected, the system uses the Eligibility Due Date to determine the School code value.

  • If neither the Timely nor Untimely checkboxes are selected, the system retrieves the student's active School code.

The school name is displayed based on the eligibility status: Timely or Untimeliness.

  • If the Timely checkbox is selected, the system will use the Eligibility Date to determine the school name value.

  • If neither the Timely nor the Untimely checkboxes are selected, the system will use the student's active school name.

The system displays the initial consent type of a student as:

  • Granted

  • Denied

  • Pending (consent to evaluate is currently missing, but the consent due date has not passed)

  • Missing (no response received and consent due date has passed)

The system displays the consent due date of a student, for instance, 30 calendar days from the date of referral.

Parental Consent Timeliness

The system categorizes the status as follows:

  • Untimely: This status is assigned if parental consent was provided more than 30 days after the referral, or if consent was not received. It also applies if eligibility was completed more than 90 days after the referral or was not completed.

  • Timely: This status is given if parental consent was provided within 30 days of the referral, and eligibility was completed within 90 days of the referral, along with the provision of parental consent was provided.

  • Pending: This status indicates that the due date for parental consent has not yet passed.

  • N/A: This status is used if the parent denied consent or if the referral was discontinued.

Reasonable Efforts to Obtain Consent Timeliness

The system displays the following messages based on the status of parental consent:

  • Timely: This message is shown if the parental consent was untimely, but the Local Education Agency (LEA) followed all rules by making three attempts using two different modalities over three separate dates, with at least one contact made within 10 business days of the referral.

  • No documentation of reasonable efforts attempts: This message appears if parental consent was untimely and no attempts were made within the reporting window.

  • LEA began but did not complete all attempts: This message is displayed if parental consent was untimely and the LEA made at least one attempt within 30 calendar days of the referral but did not complete all required attempts.

  • Initial contact not made within 10 business days of referral: This message indicates that the parental consent was untimely, the LEA made three attempts using three different modalities over three dates, but did not initiate contact within 10 business days of the referral.

  • NA: This message is shown if parental consent was timely, if the parent denied consent, or if the referral process was discontinued.

Eligibility Event Date

The system displays the student's eligibility date on which the child had their initial evaluation.

Eligibility Due Date

The system displays the eligibility due date for students, for example, 30 calendar days from the date of parental consent.

If a student lacks consent or has a consent denial, the date should be set to 90 days from the referral date, which is known as the Projected Eligibility Due Date.

Eligibility Timeliness

The system indicates the following statuses for student eligibility determinations:

  • Untimely: A student is marked as untimely if they did not receive an eligibility determination before the due date. This also includes students who have not received any eligibility determination at all.

  • Timely: A student is marked as timely if they received an eligibility determination on or before the due date.

  • Pending: A pending status is assigned if the due date has not yet passed and the eligibility determination is still incomplete.

  • NA: This status is used when parental consent has not been provided, if the parent has denied consent, or if the referral process has been discontinued.

Subclass III Timeliness

The system displays:

  • "Untimely" if eligibility_timeliness = 'untimely' or parental_consent_timeliness = 'untimely' or reasonable_efforts_timeliness not in ('timely','na').

  • "Timely" if eligibility_timeliness = "timely" and (parental_consent_timeliness = 'timely' or (parental_consent_timeliness = 'untimely' and reasonable_efforts_timeliness = 'timely')).

  • "Pending" if parental consent due date has not yet passed.

  • "NA" if parental consent has not been provided or the parent denied consent or There was a referral discontinuation reason.

Included

The system displays the following statuses based on various conditions:

  • Included: This status is shown if the Subclass III Timeliness is marked as “timely,” or if the student does not have a parental consent checkbox and does not have a Discontinuation date, or if the student does not have any exclusions listed in the following exclusion reasons:

  • Excluded: Not active as of due date: This occurs if the Subclass III Timeliness is not “timely” and the student was not enrolled (stage 4 or 5) on their due date.

  • Excluded: Parental Consent Denial: This indicates that a parent has denied consent for evaluation.

  • Excluded: Referral Discontinuation: This status is applied if the referral was discontinued.

  • Excluded: LEA Transfer: This occurs if the Subclass III Timeliness is not “timely” and if the student changed Local Education Agencies (LEAs) between the referral date and the eligibility due date, or if the student was not continuously enrolled in the same LEA for the 60 days between parental consent and the eligibility due date.

  • Excluded: Timely Reasonable Efforts: This status is indicated when parental consent is not provided, but reasonable efforts to obtain it were marked as "timely."

  • Excluded: Parental Delay: This occurs if the Subclass III Timeliness is not “timely” and the LEA indicates that the reason for the delay is parental delay.
