Parent Refusal Letter

The Parent Refusal Letter is a document that records a parent’s decision to decline EL services for their child. It ensures that parents understand their legal right to opt their child out of the EL program or specific services while acknowledging the potential impact on their child's language development and academic support.

You can generate a Parent Opt-in letter only if a parent or a guardian has previously selected Refusal of Services and provides the Parent Refusal Signature Date within the English Learner (EL) profile. For more information, refer to Parent Opt-in Letter.

Create

  1. Select a student on the Students panel.

  2. Click the Documents icon for the student.

  3. From the Create New Document drop-down list, select Parent Refusal Letter under English Learners (EL), click Go, and click OK again.

  4. Use the date picker to select the date of the letter. This is a required field.

  5. If the parent or guardian will sign a printed copy, select Parent will sign a paper copy.

  6. Select I am aware of my child’s score on the WIDA English language assessment and other information about my child’s current academic progress and understand why they were recommended for additional English language instruction, if applicable.

  7. Select I am familiar with the EL programs and services the school has available for my child as well as their academic benefits, if applicable.

  8. Select I understand that my child will still be designated an “English Learner” and have their English proficiency assessed once per year on the WIDA English language assessment until they score proficient and no longer meet the definition of an English Learner, if applicable.

  9. Select I understand that my child will continue to have an Individual Learning Plan (ILP), which includes instructional supports as needed and accommodations on state and local assessments, if applicable.

  10. Select All of this information has been presented to me in a language I fully understand, if applicable.

  11. Use the dropdown to select the Parent’s name. This is a required field.

  12. Click Save, Done Editing.

Digitally sign

If you have selected Parent will sign a paper copy, ignore this section.
