Teacher of Record

The IDOE Public Staff Reports: Teacher of Record (TOR) Report identifies licensed educators designated as the primary providers responsible for overseeing the implementation of Individualized Education Programs (IEPs) for students with disabilities. This report supports state and local monitoring of TOR assignments to ensure compliance with Indiana special education regulations and to maintain accountability for IEP service delivery and documentation.

Selection criteria

This report includes teachers who are assigned as the Teacher of Record on finalized IEPs for students actively receiving special education services during the reporting year, from the APR Start Date to the APR End Date. Only staff with an official TOR designation and valid licensure are included. Students must have a finalized IEP and be actively enrolled. Draft IEPs, expired assignments, and staff not designated as TOR are excluded.

Generate report

  1. From the Reporting menu, choose Standard report.

  2. Click IDOE Public Staff Reports, then click Teacher of Record Report.

  3. From the drop-down list, select the name of an Institution.

  4. Click Update Report with Values.
