SPEDSM-73288IEP and ISP

Fixed an issue with the IEP (Services and Form F: Classroom Accommodations sections) and ISP (Services and Alternate Form F sections) where the pre-populated Begin Dates and End Dates were not editable. Those dates will auto-populate (from dates on the cover sheet) when a user selects a value for the first row of the table. The dates will then be editable.
