Fixed Digital Signature Issues

Fixed an issue where the Parent could not select checkboxes, enter text, sign, and submit a digital signature for the following documents:

SPEDSM-54151

Special_Ed_IEP_Code sent from PowerSchool Special Programs to PowerSchool SIS

Modified the criteria for the codes 'E' and 'N' as follows:

Code 'E' - Student has exited Special Education and transferred to Regular Education during the current school year (July 1 - June 30).
Code 'N' - Code 'E' will be changed to Code' N' at the beginning of the school year.
