Update Scripts - Update Global Federal Count Date On SPP Rollover

Added an update script named Update Global Federal Count Date On SPP Rollover.

• The script execution will reset the Globals profile, Calendar Options section, Federal Count Date field to 10/01, and clear snapshot approved/taken information for post-school reporting. 

• For the year 2024, the script will be executed with the deployment of this release version 24.9.1.0.

Updated the Federal Count Date field to read-only.
