Updated the ActiveIEP calculation logic in the Alabama state model to ensure that students remain marked as Active when their IEP expires, provided they meet ongoing Special Education eligibility criteria.
What Changed
Active Status Logic: Students who remain eligible for Special Education services, have active consent for services on file, and have not exited Special Education will now correctly display with an Active status, even after their IEP reaches its expiration date.
Status Correction: Resolved an issue where students with expired IEPs were incorrectly being categorized as Referred or Inactive.
Record Recalculation: Impacted student records have been updated to reflect the accurate Active status across the application and state reporting.
Unchanged Business Rules: Standard status rules continue to apply as expected for students who have formally exited Special Education, had consent revoked, or were determined ineligible.
User Impact
These changes were deployed to production the week of September 14, 2026. This serves as the documentation of those changes.
Case Managers & Special Education Coordinators: Student caseloads and service rosters will accurately reflect active students without manual status adjustments.

Updates to Special Education Child Count Validations and Snapshots

Child Count Validation Updates (Warnings to Errors):
The following validation checks have moved from Warnings to Errors:
Next Eligibility Meeting Due Date prior to Child Count Date (EligMeetDueDate < Count Date)
Next IEP Due Date prior to Child Count Date (AnRevDueDate < Count Date)
In the Child Count Validations report, these conditions are now flagged under the Errors section with an X (previously displayed as a W under Warnings) to ensure overdue IEPs and eligibility meetings are resolved prior to submission.
Child Count Snapshot & Population Logic (Populate ChildCountSnapshots):
The child count snapshot generation process has been updated to automatically exclude students who have an expired IEP or expired Evaluation as of the child count date.
Logic has also been updated to exclude transfer students meeting all of the following criteria:
A Student Transfer Review document was created on or after June 1 of the reporting year with both Out of State and Comparable Services selected.
A subsequent Notice and Eligibility Decision was finalized after the transfer review.
The student was determined Not Eligible for special education services.
User Impact
Special Education Administrators & Report Coordinators: When running the Child Count validation report, records with expired IEP or eligibility due dates will now block snapshot validation as errors rather than warnings. Districts should review the Errors report and ensure overdue documentation is addressed before finalizing child count data.

Inactivation Status Reason Display Order
To better align with state reporting requirements and improve data clarity when exiting or inactivating special education records, updates have been made to the Inactivation Status Reason field and its underlying calculations.
Key Updates
New "Withdrawn" Inactivation Reason:
Added Withdrawn as an inactivation status reason.
When a student's Special Education Exit Reason is set to (F) Moved, known to be continuing, the system will now automatically set the calculated Inactivation Status Reason to Withdrawn (once exit date criteria are met). All other exit reasons will continue to map to Exited.
Clarified Consent Description:
Updated the description for parental consent from "No parental consent/Revoked consent" to "No parental consent for initial evaluation/Revoked consent for initial evaluation" for enhanced precision.
Reordered Inactivation Reasons:
The calculated inactive status reasons (InactivationStatusReasonCalc) now display in the following standardized order:
Not Accepted for evaluation
No parental consent for initial evaluation/Revoked consent for initial evaluation
Not eligible after evaluation
No Consent for services
Revocation of services

Alabama State Model: Student Transfer Review Document Updates for Out-of-State Transfers
Overview
To maintain alignment with Alabama State Department of Education (ALSDE) compliance standards, several updates have been made to the Student Transfer Review document. These enhancements refine the workflow for Out-of-State Transfers, introduce automated date calculation for expired IEPs, and ensure proper data flow for high school graduation pathways.
Key Enhancements & Changes
Adoption Option Removed for Out-of-State Transfers
When Transfer Type is set to Out-of-State Transfer, the decision option to adopt the transfer IEP "as-is" without revisions is no longer displayed, ensuring compliance with state-specific transfer procedures.
Comparable Services Date Handling & Helper Text
When conducting an out-of-state transfer with comparable services selected:
Services Begin Date: The field description is updated to "The date comparable services will begin." Validation has been added to ensure this date cannot be earlier than the Student Transfer Review document date.
Duration & Expired IEP Calculation: The End Date field description now clarifies duration guidelines. Users can check the new "Out-of-State IEP is expired" checkbox to automatically calculate and populate the duration date as 90 calendar days from the service start date.
Graduation Pathway for Grade 9+ Students
For students in Grade 9 or higher undergoing an out-of-state transfer review, the Graduation Pathway field now displays on the document (matching the Alabama IEP options).
Upon document finalization, the selected Graduation Pathway automatically updates the student's Special Education History record.
