New Form - Agreement to Waive the Five-Day Review Period
To help districts meet the new Washington State ESHB 2557 legislative requirements, we introduced a streamlined way to manage the mandatory 5-school-day evaluation review period while providing flexibility for families.
Added a new form, Agreement to Waive the Five-Day Review Period, allowing parents/guardians to voluntarily waive the 5-school-day review period when they choose to proceed with the eligibility meeting sooner.
The parent/guardian waiver signature date and response to the waiver are captured on the Special Education Information profile.
This provides flexibility while helping districts remain within the 40-school-day evaluation timeline.
The form is available under the Special Education Notices category in the PSSP Student Document list.

Evaluation Report - Updates to manage 5-school-day evaluation review period
We’ve updated the Washington Evaluation Report (EVALRPT) to support the new 5-school-day parental review requirement, helping districts collaborate with families while maintaining compliance with state timelines.
Compliant Draft Workflow: Introduced a new Draft status for Evaluation Reports, including a purpose statement, automatic “DRAFT” watermark on PDFs, and informational banners to guide staff through the 5-day review requirement without pre-determining eligibility.
Timeline & Delivery Tracking: Added a Document Delivery section to capture when the preliminary Evaluation Report is provided to the parent/guardian. The system also validates the 5-school-day review period against the scheduled Eligibility Meeting date from the first Preliminary Report - Date of Delivery captured in this section.
Smart Field Logic & Guardrails:
During the Draft phase, eligibility decision fields remain restricted to prevent premature determination.
Added a 5-Day Waiver section to the Student Profile to capture the parent/guardian signature and signature date when the review period is waived.
The system considers the 5-Day Waiver when determining whether the Evaluation Report can be finalized and the Eligibility Meeting can be scheduled.
The system continues to enforce the 40-school-day timeline from the initial evaluation consent for completing the Eligibility Determination.
