The purpose of the Transfer IEP is used when a student has an active IEP when they transferred from out of state or when the student attended an in-state school that does not use the PowerSchool Special Program application. The receiving Local Education Agency (LEA) uses the Transfer IEP to continue providing special education and related services without interruption while reviewing the student’s existing IEP and determining next steps.
The Transfer IEP ensures continuity of services and compliance with IDEA during the transition period. Services are typically provided as written in the prior IEP (or through comparable services) until the receiving LEA adopts the existing IEP or develops a new one within the required timelines.
The Transfer IEP document will be used for any student who already has an IEP from another state, or another in-state district where the sending district student is moving from did not use the PowerSchool Special Program (PSSP) system.
When a district that is using PSSP they should use the transfer envelope to create a file that includes all of the student data (profile data, documents) which can be sent to the receiving district. The receiving district can upload the provided file which will add the student’s profile data and documents.
Completing the Transfer IEP

Select Transfer IEP from Create New Document dropdown and click Go. Add a label (optional) and click New.

The system will open to the cover page. The Student Name, ID, Date of Birth Age (calculated based on the meeting date), English Learner, Grade and School will pull from the Student Information Profile.

Enter the Duration of Services From and To dates (required).

Under Purpose of IEP, select the applicable purpose checkbox and enter the meeting date. Once the meeting date is populated, the system will refresh the screen and will select the IEP Type value.

IEP Type will display based upon the student’s age as of the meeting date.

If the student is age 6 or less, the user can select either Early Childhood IEP or School Age IEP.

If the student is age 6 and less than age 16, the text will display as School Age - No Postsecondary Transition. If the user manually adds the Post-Secondary Transition section, the IEP Type will change to School Age Post Secondary Transition IEP.

When the student is 16 or older as of the meeting date, the IEP type displays as School Age Post Secondary Transition IEP.

Once the IEP Type value is indicated, the document will insert or remove the applicable sections.

Enter the Meeting Date. When the meeting date is entered, the system will refresh the screen so that the IEP Type will be displayed automatically.

Enter the Most Recent Evaluation Date value.

Enter the student’s Disability from the drop down menu.

Select Save, Done Editing.
The user cannot create a Transfer IEP if the student already has an IEP document created.

Data Flow to Student Profiles *Compliance*
