APR 11 - Part B Child Find Standard

The Annual Performance Report 11 (APR 11)—Part B Child Find report provides a list of all students referred for Initial Evaluation, Part C to B Transition, or out-of-state IEP, along with their eligibility evaluations for special education services, indicating whether they are found eligible or not eligible.

Students referred less than 180 days before the reporting start date will be excluded from the report. The data in this report is based on the Referrals Part B profile.

Submission requirements

To create a report, the user needs to select the reporting timeframe. The report will include students referred for Initial Evaluation, Part C to B Transition, or Out of State IEP, with consent for evaluation granted by a parent or guardian, and the initial eligibility determination made within the reporting duration. It displays data for all active and inactive students whose Actual Eligibility Due Date or Projected Eligibility Due Date falls within the chosen reporting period.

Referrals Part B profile serves as the primary profile from which the aforementioned student details are verified to generate the report.

Generate report

  1. From the Reporting menu, choose Standard Reports.

  2. Click Part B Federal Reporting, then click APR 11 - Part B Child Find.

  3. Enter a Start Date and End Date manually or use the calendar icon for the reporting duration.

  4. Click Update Report with Values.

To review the latest data, click Refresh Data after opening the report in the application.

Eligibility Due Date

The system displays the student's eligibility due date i.e 30 calendar days from parental consent date.

If a student does not have consent or a consent denial, set the date to 90 days from the referral which is Projected Eligibility Due Date

Initial Eligibility Date

The system displays the initial eligibility date of a student.

Initial Eligibility Outcome

The system displays the outcome of student’s initial evaluation as below,

  • Eligible

  • Not eligible

  • Parental consent denial

  • Referral discontinuation

Initial Eligibility Delay Reason

The system displays the cause of the delay, labeled as either LEA Delay or Parent Delay.

Timeliness of Eligibility Determination

The system displays -

  • "Untimely" if student did not receive an eligibility determination before the eligibility due date; also includes students who did not have an eligibility determination at all

  • "Timely" if student received an eligibility determination on or before the eligibility due date

  • "Pending" if due date has not yet passed and eligibility has not been completed

  • "NA" if parental consent has not been provided or the parent denied consent or there was a referral discontinuation

Exclusion Reason

The system displays -

  • Timely Parental Consent Denial - When Consent is Denied, and Consent Received Date is less than or equal to 90 days from the Date of Referral

  • Timely Referral Discontinuation -

    • When Consent is not Granted, and Part B Referral Discontinuation Date is less than or equal to 90 days from the Date of Referral OR

    • When Consent is Granted, and Part B Referral Discontinuation Date is less than 60 days from the Date of Referral

  • Parental Delay - Untimeliness reason provided by LEA as parental delay

  • Not enrolled on due date - Untimely and student was not stage 4 or 5 enrolled in the LEA on their due date

  • No parental consent - No parental consent was provided (either checkbox for no consent, or missing consent in the consent filed)

  • Multiple LEAs - Untimely and student was enrolled in multiple LEAs during the period between referral and the actual/calculated due date

  • Included - None of the other exclusion reasons above apply
