Special Programs District of Columbia

Parent Revocation of Consent for Initial Evaluation

This page describes the process when a parent or legal guardian withdraws their consent to conduct an initial evaluation for special education under OSSE Part B / IDEA.

When a parent revokes consent for an initial evaluation:

  • The LEA halts all initial evaluation assessments and eligibility determination processes.

  • The LEA is not in violation of the requirement to make a Free Appropriate Public Education (FAPE) available to the student for failure to conduct the evaluation.

  • The initial referral is discontinued, and the student's initial referral status is closed.

  • Any future request for evaluation from the parent must be treated as a new Initial Evaluation (34 CFR §300.301), not a reevaluation.

  1. Select a student on the Students panel.

  2. Click the Documents icon for the student.

  3. From the Create New Document drop-down list, select Parent Revocation of Consent for Initial Evaluation under Part B: Referral, and click Go.

  4. Creation Constraint: You can create the document only if the student is currently in the initial referral process (REF icon appears next to the student's name).

  5. Enter a Label/Comment and click New. Click Additional Settings to specify the reporting year and sections to include if needed.
