When students move between districts or return to a district where they were previously enrolled, their special education records must be transferred accurately to maintain continuity of services.
The Transfer Envelope utility allows administrators and authorized staff to import student records from external districts. To prevent data corruption, conflicting accommodations, or duplicate records, PowerSchool Special Programs incorporates an automated archiving process for returning students:
-
New Students: Imported directly into the receiving district as new active profiles.
-
Returning Students (Existing Student ID match): The existing local student profile is automatically archived (with an appended timestamped suffix, e.g.,
<StudentID>_MMDDYY), and the incoming transferred record becomes the single, active source of truth.
Prerequisites & Permissions
Before you begin, ensure you have:
-
Transfer Envelope Data: Either:
-
An incoming envelope sent directly to your district by the sending district, OR
-
An exported Transfer Envelope package file (
.zipor.xml) provided by the sending district and saved locally.
-
-
User Permissions: Appropriate security permissions to access Utilities / Administration → Receive Student Transfer Envelope (or Student Transfer).
-
District Archiving Privileges: Administrative rights to enable profile archiving if your district/tenant has not previously turned on the feature.
Step-by-Step Instructions
Step 1: Navigate to the Transfer Envelope Utility
-
Log in to PowerSchool Special Programs.
-
Navigate to Administration (or Utilities / Special Education, depending on your menu configuration).
-
Select Receive Student Transfer Envelope (or Transfer Students / Manual Transfer Envelope).
Step 2: Choose Your Import Option
Select the option that matches how the sending district delivered the student transfer data:
Option A: Process a Received Transfer Envelope (Direct / Hosted Transfer)
Use this option if the sending district sent the envelope directly to your district through PowerSchool Special Programs.
-
Locate the Received Envelopes (or Pending Transfer Envelopes) table on the page.
-
Find the student transfer record in the list.
-
Review the sender details, student name, and transfer timestamp.
-
Click Import (or Accept / Process) next to the desired envelope.
Option B: Upload a Transfer Package File (.zip or .xml)
Use this option if the sending district exported a package file and provided it via file transfer, secure download, or email.
-
Locate the Upload Individual Student Transfer Package File section.
-
Click Choose File (or Browse) and select the student transfer package (
.zipor.xml) from your workstation. -
Click Upload (or Validate / Upload) to load the package into the system.
Step 3: Handle Returning Student Conflict (Archiving Validation)
Regardless of whether you imported via Option A or Option B, the system automatically validates whether the incoming Student ID matches an existing student profile in your district:
Scenario 1: Brand New Student (No ID Match)
The transfer proceeds directly to the summary confirmation screen. Proceed to Step 4.
Scenario 2: Returning Student (Existing ID Match Detected)
If the student previously attended your district, the system checks whether the Archive feature is enabled for your site/tenant:
-
If Archiving is already enabled: The existing local student profile is automatically queued for archiving (
<StudentID>_MMDDYY), and the import continues seamlessly. -
If Archiving is NOT enabled: A prompt appears notifying you that an existing student record was found and that archiving must be enabled to prevent duplicate records and maintain data integrity:
-
Enable Archiving & Continue: Enables the archiving feature for your district, archives the previous record, and completes the clean import.
-
Cancel: Aborts the transfer immediately. No changes or overwrites are made to your district’s existing student record.
-
Step 4: Review and Complete the Transfer
-
Review the Import Summary screen:
-
Active Student Profile: Displays the incoming IEP, accommodations, evaluations, and service schedules.
-
Archived Record (if applicable): Displays the previous record marked as read-only with the updated archived identifier.
-
-
Click Accept / Finish Import.
-
Confirm the success message: "Student record imported successfully."
Accessing Archived Student Records
Archived student records remain preserved for state reporting, historical compliance, and auditing:
-
Navigate to Students → Student Search.
-
Select the Include Inactive / Archived Students checkbox.
-
Search by student name or original ID.
-
Archived records display the timestamped suffix (e.g.,
12345678_042326) and are strictly read-only.
Frequently Asked Questions (FAQs)
What is the difference between sending an envelope and uploading a zip file?
-
-
Direct Envelope Transfer: Conducted directly between connected district tenants hosted within the same system/state model, without downloading or manually handling files.
-
Package Upload (.zip/.xml): Used when transferring records between independent systems or when manual file exchange is required. Both methods follow the same import and archiving rules.
-
What happens to previous documents if archiving is enabled?
All historical documents, evaluations, and prior IEPs from the student's previous enrollment remain intact and viewable within the archived profile.
The newly imported record establishes the current, clean source of truth for active services and accommodations.
